Is there enough motivation to vote?

The Polish government has worked with non-governmental organizations to increase the voter turnout rate both within the country and among Poles abroad.
But are these elections motivation enough for POles to elect their representatives?
Experts believe the stagnant turnout rate may be partly due to the communist legacy here in Central and Easter Europe.
"In Poland and in other countries, in Central and Eastern Europe, it's partly a legacy of communism," Ben Stanley, a lecturer at the University of Social Science and Humanities in Warsaw said.
"You have a lot of people who took the first opportunity they could to disconnect themselves from having anything to do with politics."
